Lessons from the Governemt Shutdown and Other Recent Developments in Grants Management

What has the recent government shutdown taught the grant-funded community?  This session will explore the lessons to be had from the most recent shutdown as well as the other, much shorter shutdowns earlier in 2018.  You will also learn about recent developments in the areas of legislation, regulatory oversight, administrative actions, and judicial decisions, related to Federal grants, with an emphasis on issues affecting grant-funded organizations subject to the OMB's Uniform Grants Guidance (a.k.a. the Super Circular).

Compliance Issues under the Uniform Grants Guidance

The rules under the Uniform Grants Guidance (a/k/a the "OMB Super Circular") are complex and, therefore,  compliance with the Super Circular can be challenging.  However, certain requirements appear to be more challenging than others as the same compliance issues tend to occur often across different grant-funded organizations.  This session will present a "top ten" list of compliance concerns under the Uniform Guidance and their solutions.  By attending the workshop, you will learn about the common compliance issues under the Uniform Grants Guidance and how your organization can avoid these problem areas.

The OMB's Uniform Grants Guidance (popularly known as the "OMB Super Circular") provides both the roadmap and basic rules for managing Federal grants and subawards.  A working knowledge of the Uniform Grants Guidance is essential for personnel working for recipients and subrecipients.  During the two-part workshop, you will learn about the key administrative requirements, cost principles, and audit standards under the Uniform Grants Guidance.  This session serves as an introduction to the Super Circular for those new to the Federal grant-funded community and as a refresher for experienced grants management professionals.

“Shutdown Proofing” Your Organization: How to Diversify Funding Streams

Many grant-funded organizations have begun to question their reliance on Federal grant funding in light of the recent government shutdown and have wondered how to become "shutdown proof."  Diversification of funding streams is one way of "shutdown proofing," but the thought of diversifying funding sources often leaves traditional grant-funded organizations with more questions than answers.  Is the organization ready? Where to start? What is needed to be successful in finding donors, sponsorships, and doing events? This workshop is filled with practical ideas and information to answer those questions and help any organization be successful in generating revenue from a variety of sources. This session will discuss how to create a diversified funding plan and identify the success factors in each funding source to make your organization "shutdown proof."

“Shutdown Proofing” Your Organization: How Do I Get the Board of Directors to Be FUNdraisers?

Most people do not join a board of directors expecting or wanting to fundraise but generating the necessary revenue to fund the mission is one of the most important aspects of this role.  The workshop discusses how starting with honest recruitment is key, and how to motivate and inspire board members to share their passion for your mission using a "Menu of FUNdraising Opportunities for Board Members."  This session will also explore how to help board members get over the fear of asking and hearing “No.”  By helping your board members become FUNdraiser, you will also help your organization in diversifying its funding streams and becoming "shutdown proof."

Procurement Standards and Best Practices

Take a "Procurement Standards Deep Dive" and learn how to navigate one of the Uniform Grant Guidance's most complex set of requirements. This session will explain the procurement requirements under the OMB’s Uniform Grants Guidance (a.k.a. the "Super Circular"), and best practices for implementing a compliant procurement program.  Participants will learn about the following topics:

Basis for the current procurement standards;
Differences in requirements for states, other governmental units, and non-government (including nonprofit) grantees;
Conflict of interest requirements and contents of effective standards of conduct; and,
Basic requirements and prohibitions governing procurement policies and practices under the Uniform Grants Guidance.

Following this session, participants will be able to list the seven critical elements of procurement under the Super Circular.

The special "Procurement Standards Deep Dive" continues with this second session. Learn more about the procurement requirements under the OMB’s Uniform Grants Guidance (a.k.a. the "Super Circular") and best practices for implementing a successful procurement program. This session will emphasize common compliance problems related to procurement and how to avoid them.  Participants will learn about the following topics:

Methods of procurement under the Uniform Grants Guidance;
Permissible and impermissible forms of procurement contracts;
Required and recommended contract terms under the Super Circular;
Additional procurement requirements for grantees and subgrantees; and,
Avoiding schemes and scams related to procurement.

Following this session, participants will be able to describe how a grantee or subrecipient can implement a compliant procurement system under the Uniform Grants Guidance (Super Circular).
