Recent Developments in Grants Management

Make sure that you are current with the latest developments affecting management of Federal grant awards and subawards.  The Western Grants Forum will begin with a ninety minute update.  This session will explore recent developments in the areas of legislation, regulatory oversight, administrative actions, and court decisions.  The update will emphasize issues for grant-funded organizations subject to the OMB's Uniform Grants Guidance (a.k.a. the "OMB Super Circular").  This session will also discuss the status of the anticipated revisions to the Uniform Grants Guidance.

Mastering the Uniform Grants Guidance

The OMB's Uniform Grants Guidance (popularly known as the "OMB Super Circular") provides both the roadmap and basic rules for managing Federal grants and subawards.  A working knowledge of the Uniform Grants Guidance is essential for personnel working for recipients and subrecipients.  During this three-part workshop, you will learn about the general requirements, key administrative rules, and audit standards under the Uniform Grants Guidance.  This first session serves as an introduction to the Super Circular for those new to the Federal grant-funded community and as a refresher for experienced grants management professionals. The focus of this session will be on the Uniform Guidance's general requirements.

Mastering the Uniform Grants Guidance (Continued)

The discussion of the OMB's Uniform Grants Guidance (popularly known as the "OMB Super Circular") continues during the second part of this three-part session. This session will focus on the administrative standards. You will learn about requirements for financial management systems, internal controls, and budget revisions. During this session, you will also learn about property management, record retention, remedies, and closeout.

Mastering the Uniform Grants Guidance (Conclusion)

The discussion of the OMB's Uniform Grants Guidance (popularly known as the "OMB Super Circular") concludes during the last part of this three-part workshop. This part will focus on two major topics, both of which are vital to successful grants management under the Super Circular. First, you will learn about the requirements for procuring goods and services with grant funds. Then, you will learn about the Uniform Guidance's audit standards to help ensure that your organization has a "clean" audit. The session will close with a formal question and answer period.

Managing LEADERship

Continuous improvement is integral to success in all types of organizations. Basic tools of quality assurance, waste elimination, and problem solving will be reviewed to improve customer relations and teamwork. We will discuss ideas and techniques for applying lean and six-sigma principles in grant-funded organizations.
In this session, you will learn how to create more value for your customers while eliminating waste and defects and will leave with tools that you can use. After participating in this workshop, you will be able to: understand the principles of thinking lean, identifying waste, and common barriers; use tangible ideas and tools that will add value to programs and agencies; and, implement quality management and eliminate defects to help drive and sustain success.

Cost Principles Deep Dive

This year's deep dive will examine the cost principles under the Uniform Grants Guidance (a/k/a the "OMB Super Circular"). The cost principles determine what costs are allowable and, thus, can be charged to an organization's awards and subawards. Failure to understand and follow the Super Circular's cost principles can have serious consequences, including costly disallowances as well as loss of current and future grant funds. During this two-part deep dive you will learn the key requirements of the Uniform Guidance's cost principles so that your organization can avoid common problems. This first part will focus on the general cost principles and the concepts of direct and indirect costs (including indirect cost rates and related rules).

Cost Principles Deep Dive (Continued)

The two-part deep dive exploring the cost principles for grant-funded organizations under the Uniform Grant Guidance continues during this second part of the workshop. The first session discussed the general cost principles. However, in addition to those general principles, the Super Circular also contains specific rules addressing the allowability of selected items of cost. This session will explain these rules for the selected items of cost in detail. The workshop will conclude with a question and answer period for attendees to ask their individual questions about the cost principles.
